Sofia De Luca's younger brother. Javier lives in the shadow of his older sister who has always remained two steps ahead of him. Javier is Gerente of the county that includes the highly coveted meteor crash site. After his sisters assassination Javier took the position of Headmaster. 

Javier would later join The Torchbearers to help him find and kill The Freebirds to avenge his sister. Making a pact with a creature known as a Vengeance Phoenix, Javier offered his soul in return for the destruction of the Freebirds. Ultimately a team lead by Orsick and Shooney would kill Javier at The King in White's Palace.
